Childcare Workforce Wage Enhancements: 2026 CWELCC Updates

A practical guide to Childcare Wage Enhancements, including WEG, CWELCC Workforce Compensation, and the RECE Wage Floor for 2026


Payroll for childcare centres is more complicated than payroll in most other industries. Staff hours can vary from one pay period to the next, employees may split their time between classrooms and administrative duties, and different hours may qualify for different enhancements. Understanding eligibility, tracking staff hours and calculating wage enhancements are critical for payroll. 


In this post we'll review the key childcare wage enhancements for 2026 and how to calculate them, including the: Wage Enhancement Grant, CWELCC Workforce Compensation, and RECE Wage Floor.

For 2026, the three main CWELCC Childcare workforce wage enhancements operators need to understand are:

  • WEG: up to $2.00/hr, to a maximum wage of $33.81/hr

  • CWELCC Workforce Compensation: up to $4.00/hr for eligible RECE positions, subject to applicable wage ceilings

  • RECE Wage Floor: $25.86/hr for RECE Program Staff and $26.86/hr for RECE Supervisors


The most important point is that these enhancements are applied in sequence. You do not simply add the three amounts together.

Now let's review the enhancements in more detail.


Wage Enhancement Grant (WEG): up to $2.00/hour

The Wage Enhancement Grant has been around longer than CWELCC. While the amount has remained consistent, what has changed is the wage ceiling for eligible staff.


The key components for WEG: 


  1. Eligibility. Eligible staff include all positions that work with children and are counted toward ratio. This can include Supervisors, RECEs, ECAs, or non-program staff (e.g., cooks) if they spend at least 25% of their working time supporting ratio requirements.


  2. Ceiling. In 2026, WEG can bring an eligible employee's total wage up to $33.81/hr (the ceiling increased from $32.81/hr in 2025).


Example 1: An ECA program staff has a base wage of $21.00/hr. Because they are program staff and work in the classrooms, they count towards ratio and would be eligible for WEG. They would be eligible for the full $2.00/hr. Their total wage would be $23.00/hr ($21.00 base wage + $2.00/hr WEG).


Example 2: A Supervisor spends 25% of their time in the classrooms. Their base wage is $29.00/hr. Because they count towards ratio for 25% of their time, they would be eligible for WEG for 25% of their hours. They would be eligible for the full $2.00/hr. Their total wage would be $31.00/hr ($29.00 base wage + $2.00/hr WEG).


If their base wage was $32.00/hr, they would only be eligible for WEG of $1.81 for total compensation of $33.81 (the 2026 WEG Ceiling).


CWELCC Workforce Compensation: up to $4.00/hr

CWELCC Workforce Compensation is an additional wage enhancement for RECE positions only. Starting in 2023, eligible RECE positions could receive an additional wage enhancement of $1.00/hr, and this amount increased every year since. In 2026, an eligible RECE position may receive up to $4.00/hr of CWELCC Annual Wage Increase.


The key components for the CWELCC Workforce Compensation: 


  1. Eligibility. Eligible staff must be RECEs, work with children and count towards ratio. This can include RECE Supervisors or RECE program staff.

  2. Ceiling. In 2026, the CWELCC Workforce Compensation can bring an eligible RECE Program employee's total hourly wage up to $28.00/hr ($27.00/hr in 2025), and RECE Supervisor's total hourly wage up to $31.00/hr ($30.00/hr in 2025).


When determining the amount of CWELCC Workforce Compensation that staff should receive, WEG must be applied first.


Example 1: A RECE program staff has a base wage of $24.00/hr. Because they are a RECE and program staff that works with children, they are eligible for the CWELCC Workforce Compensation. They are also eligible for WEG because they work with children. To calculate their wage, we must first apply the WEG, and then move on to the CWELCC Workforce Compensation.


In addition to their $24.00/hr base wage, they would receive $2.00/hr in WEG. After the WEG their total pay would be $26.00/hr. Now we will apply the CWELCC Workforce Compensation. They would only be eligible for $2.00/hr of CWELCC Workforce Compensation because their total wage, after WEG and CWELCC would be $28.00/hr, the CWELCC Workforce Compensation ceiling: $24.00/hr base wage + $2.00/hr WEG + $2.00/hr CWELCC Workforce = $28.00/hr.


Example 2: A RECE Supervisor who spends 25% of their time working in the classrooms has a base wage of $26.00/hr. Because they are a RECE and work with children 25% of their time, they are eligible for the CWELCC Workforce Compensation for 25% of their hours. They are also eligible for WEG for 25% of their time because they work with children. To calculate their wage, we must first apply the WEG, and then move on to the CWELCC Workforce Compensation.


In addition to their $26.00/hr base wage, they would receive $2.00/hr in WEG. After the WEG their total pay would be $28.00/hr. Now we will apply the CWELCC Workforce Compensation. They would only be eligible for $3.00/hr of CWELCC Workforce Compensation because their total wage, after WEG and CWELCC would be $31.00/hr, the CWELCC Workforce Compensation Supervisor ceiling: $26.00/hr base wage + $2.00/hr WEG + $3.00/hr CWELCC Workforce = $31.00/hr.


RECE Wage Floor: $25.86/hr for Program Staff | $26.86/hr for Supervisors

This is where we see the most confusion. For 2026, the RECE Program Staff Wage Floor has increased to $25.86/hr, from $24.86/hr in 2025. The RECE Supervisor Wage Floor has increased to $26.86/hr from $25.86/hr in 2025.


Where the confusion happens: the RECE Wage Floor is not the minimum base wage for RECE staff, it is the minimum that RECEs should earn after all of the other wage enhancements have been applied.


The key components for the RECE Wage Floor:  


  1. Eligibility. Only RECE staff that have total hourly compensation below the wage floor are eligible for additional CWELCC Wage Floor enhancement.

  2. Amount. The amount of Wage Floor funding is determined as the additional wage needed to meet the Wage Floor.


Example: A RECE program staff has a base wage of $18.00/hr. Because they are a RECE and program staff that works with children, they are eligible for both the WEG and the CWELCC Workforce Compensation.


They would be eligible for $2.00/hr of WEG. After receiving the WEG, their total wage would be: $18.00 base wage + $2.00 WEG = $20.00/hr. Then they would be eligible for an additional $4.00/hr of CWELCC Workforce Compensation. Their total wage would then be: $18.00 base wage + $2.00 WEG + $4.00 Workforce Compensation = $24.00/hr. After receiving both the WEG and Workforce Compensation, their total wage of $24.00/hr is below the $25.86 RECE Wage Floor. They would then qualify for an additional $1.86/hr of RECE Wage Floor enhancement so that their total wage is $25.86 after all enhancements: $18.00 base wage + $2.00 WEG + $4.00 Workforce Compensation + $1.86 RECE Wage Floor.
